One of the most impressive semi-permanent features across the globe so far in 2017 is the upper trough pattern across west-central Russia. This feature has consistently produced cool-to-cold weather across Western Russia this spring season while a mean ridge farther upstream has dominated Europe. The soil moisture trend has been going in reverse of the summer outlook as the Black Sea region has trended wetter and the dryness in southeast Europe has eased slightly. The dryness promoted by the upper ridge across Europe has amplified in southwest Europe
The week 2-4 outlook calls for more dryness and warmth next week in Europe while cool weather with showers dominates Western Russia. The dryness shifts toward southwest Russia in the extended-range while beneficial wet weather appears in France in 2 weeks.
